PROJECT TIME AND RESOURCE MANAGEMENT By The tender proposal below shows how we will use thegiven for completion of the project and be able to lower cost of construction to a reasonable amount by buying just what is needed in the right amount which helps to use resources maximally. Project time and resource plan When awarded this contract on 12 June 2015, we will start with traffic survey, where we will analyze the traffic around the area to help us know how to go about with the construction and if need be which roads will be diverted or closed. The project manager will identify which among the tenders meeting the set requirements is the most appropriate one on the basis of the preannounced award criteria. The manager might either decide to use the criteria of either the lowest-priced or the tender with the most economical advantages. The qualified applicant whose tender will possibly be determined to be either the one containing the least price or the most economically advantageous tender will be awarded the contract. We will count vehicles to have a figure and also know what types of vehicles are mostly around the area. This will take an approximate time of two months from the time of contract will be award. Planning application that is the permission required for one to start construction in UK will take three months but for us to reduce time spent ,we will run planning application concurrent with the traffic survey and therefore we will conclude planning application one month after traffic survey . We will prepare a site analysis plan, which along with the sketch proposal we will discuss with the council’s planning officers prior to a detailed application being sent. We will submit our application, accurate documentation and plan of the proposal to make the process fast and reduce the time (Larson & Gray, 2014). We will have a consultation with the neighbors in the interest of good neighbors relation, with this affected neighbors will not carry out actions that might delay us from completing the construction on time. Planning approval assuming approval will take one month after the completion of planning application. Detailed design will take three months. This model is based on a two-storey reinforced concrete structure with an entrance from Rampart Road, and for us to have a good design we will need a clear understanding of the site and its immediate surroundings, which we will do within the first few days for us to have the best design that will use no more than the resources and time allocated for the project. After we have realized the best plan, we will start the construction of the concrete structure that will take a period of 28 weeks to complete. A large amount of the cost of car park construction is in diverting the myriad of utility services that are affected by the proposed new alignment, but with a good design we expect the contribution of diverting utilities on the cost to be small. We will divert all the pipes and trunks of all manner of services within one month, and we will undertake the process in August. We will then start on junction improvement on Woodhouse Lane, which enables safe usage of the car part after completion. This will take three months and work on the car park cannot be commenced until junction improvements are completed (Turner, 2014). Car park entrance construction will be started after planning approval, and this will take us eight weeks to complete. Installation of services will follow and start at the beginning of November, and the work will take two months to complete works will take two months. The structure will be ready for service installation after week twenty-two of the twenty-eight weeks. We will use prefabricated reinforcement, we have recently used it on smaller structures, and although this method can be costly, it would shorten timescales and reduce the reliance on scarce people resources. This is because from our discussion with a number of colleagues it is felt that there could well be a shortage of skilled steel-fixers as There are a number of large reinforced concrete structures being planned for Leeds at the same time as this car park leaving us having no other option but to pay more for the prefabricated reinforcement to reduce cost and not interfere with the quality and standards required and will reduce the product waste. We will also be forced to bring in concrete from outside of the area at a significant increase in cost. This will be so because the local area representative for a major concrete supplier has informed me that one of his plants is already at full capacity for the period to April 2016 and cannot accept any more orders. We talked to another plant that claimed to have spare capacity at the moment but will soon dry up. The steel prices are currently rising at a phenomenal rate, as our central buying department has advised, and it may be prudent to place an order now for any large quantities to take advantage of the rising market. This will help us purchase at the most favorable price which will help us reduce the cost of the project as compared to if we delay and buy at a higher price or buying in small quantities as it is expected that prices will continue to rise apace for the coming years. We will be keen to have an environmental project that we can publicize to prove our commitment to environmental issues. Or completed project will a landscaping scheme that will provide some visual screening for residents, a habitat for nesting birds and amenity value for residents. All trees on the site are subject to tree protection orders and must be protected, and this we will do to help us make things right with the environmental action groups who may want to disrupt the project hence delaying it. We will also have all our edges protected to prevent our workers from falling from unprotected edges and improve on health and safety to reduce on injury claims, time lost as a result of the injuries and the costs of fixing this problem. As we understand that the successful contractor will be required to appoint and manage each of these contractors to deal with security cameras and barriers, electrical installations and pay stations, we will go for the favorable price that gives as quality and is within the time limit to enable us to complete the development in time. If need be for other suppliers and subcontractors, we intend on informing the ICP for approval in good time so as not to delay completion time (M & Nelson, 2001). We will also maximally use the working hours of from 8.30 AM to 5.30 PM, Monday through Friday to make sure the project is completed on time, and we use resources maximally to reduce cost. We will enter into an S61 agreement with the Council on the basis of a noise level of 85dB and 70dB LAeq as measured at the nearest residence has been established to eliminate chances of construction being stopped by the council hence delaying the completion. This means that the specific individual assigned to that particular activity will carry out various activities during the entire duration of the project. The level of effort is conveniently used when particular individuals are fully (100%) allocated to the project. All these fall as the manager’s obligation and responsibility to identify and choose the right associate(s) who will hold the correct a position to work in accordance with the outlined standards. In addition, when the project manager lacks a prioritization of tasks, it is most automatic that people will tend to work on tasks that they feel more comfortable with and not necessarily the ones that are crucial to complete. The project manager should thus understand that basic human tendencies are critical in the effective execution of a plan. Since the car park project is a unique event, it is inevitable that at times schedule changes might occur, and the assignment of work will, therefore, be modified. The project manager on such scenarios should always identify the relevant authority so as not to be termed as operating out of the plan that might intern lender him jobless. To avoid such, the project manager should facilitate smaller and more regular assignments to individuals, and this will cut down on confusion and come up with a better result (Bertolini, Braglia & Carmignani, 2006).
